Description:

Layer documents vacant, partially used, and under-utilized buildable land as well as pending and master-planned development capacity for all residential, commercial, and industrial land within the incorporated City of Bellingham and its unincorporated urban growth area. Estimated development capacity for single-family and multi-family housing units is translated to resident population capacity. Estimated development capacity for commercial and industrial building square feet is translated to employment capacity. Layer includes zone-specific model assumptions for development densities and mixed-use percentages, deductions for critical areas, future infrastructure and public facilities, market factors, occupancy rates, household size, and jobs per square foot.

Description:

Layer documents mapped wetlands and buffers for use modeling developable land area deduction for 2021 Buildable Lands layer. Wetlands include a composite of all mapped wetland delineations as of 2021 and also reconnaissance inventories from 2015, 2003, and 1992. NWI data from 1980s was not used due to relatively complete coverage by more recent/accurate studies. In addition, a staff-generated potential wetlands layer was created from color-infrared imagery and LiDAR data to fill gaps across properties where access limitations prevent on-the-ground mapping of connected wetland systems. The 150 foot buffer width was chosen as a relatively conservative value for modeling estimated impact on developable area. Review for actual development proposals will depend on application of criteria and standards in adopted Critical Areas regulations relevant to site conditions at time of application.
